Committee Co-Chairs include:
Dr. Bonnie Swan is an expert in program evaluation and applied social research. She is currently the Director for Program Evaluation and Educational Research Group (PEER) at the University of Central Florida (UCF) where she is responsible for conducting contract evaluations and research both on campus and with outside agencies and institutions. She received her Ph.D. in Education and M.Ed. in Mathematics Education from UCF, and her undergraduate degree was in Business/Economics. Her research interests in evaluation, mentoring, online learning, teacher‐labor markets, educational equity, and professional development – as well as her experience teaching at the secondary and post-secondary levels – give her a unique perspective as both an educational researcher and an evaluation consultant. She is a Past President for both the Florida Educational Research Association (FERA) and the National Association of Test Directors (NATD) and has served as an SEA Board Member/Program Committee Co-Chair since 2013.
Jennifer Johnson - Co-Chair
Since January 2016, Jennifer Johnson has been serving as the Administrator for the Florida Department of Health in Jefferson and Madison counties where she oversees the provision of public health services and initiatives in the county health departments and local communities in the two counties. Prior to coming to the Department of Health, she served as the Health and Human Services Staff Director for the Florida Legislature’s Office of Program Policy Analysis and Government Accountability. OPPAGA provides data, evaluative research, and objective analyses to assist legislative budget and policy deliberations. She began at OPPAGA in 1999 and became staff director in 2010. During her tenure at OPPAGA, her areas of research and evaluation included state and local public health, Florida’s Medicaid program, developmental disabilities, health care regulation, long-term health care, substance abuse and mental health, and child welfare. She has a Bachelor of Science in Zoology from the University of Florida, a Master of Public Health from the University of South Florida, and is in the final stages of earning a doctoral degree in Public Administration from Florida State University. She serves on the Florida Tobacco Advisory Committee and the National Academy of State Health Policy’s Health Care Access & Financing Steering Committee. She has served on the SEA board in various capacities since 2009 and currently serves on the Program Committee.
Marina Byrd - Co-Chair
Marina Byrd is a Legislative Policy Analyst with the Florida Legislature's Office of Program Policy Analysis and Government Accountability (OPPAGA) where she works in the Criminal and Civil Justice Policy Area. Prior to coming to OPPAGA, she was a graduate fellow at the Council of State Governments and a graduate assistant at the University of Kentucky Student Center. She has a Master of Public Policy from the Martin School of Public Policy and Administration at the University of Kentucky and a BA in Economics from Georgetown College. She also volunteers as a Guardian ad Litem with the Second Judicial Circuit Guardian ad Litem Program in Tallahassee. This is her third year as Co-Chair.
Dr. Fred Seamon - Co-Chair
Dr. Fred Seamon is an Executive Vice President with MGT Consulting Group and has been affiliated with MGT for over 30 years, where he directs organizational development projects within the government and non-profit sectors. For over 12 years, he was a full-time faculty member at Florida State University in the School of Social Work and Askew School of Public Administration and Public Policy. While at FSU, he was also on the research faculty of the Pepper Institute on Aging, and served as an adjunct professor at Florida A&M University for over 10 years. He holds a Bachelor’s degree in Sociology from Bethune-Cookman College, and a Master of Social Work and a Ph.D. in Higher Education Administration from Florida State University. He also is certified as a mediator by the Florida Supreme Court. He first served on the SEA Board in 2006, and served a 2-year term as SEA President in 2012 and 2013.
